Yes parking is undoubtedly part of their reasoning behind denying access
to pedestrians and bicycles to and from their new neighbor's homes.
However, that is not the only issue. Here, for example, is a letter
sent to the City Council by Alison Zagby, a resident of Rowena:

And here is a quote from Elizabeth Zagby (who apparently lives in Dallas
but owns property on Rowena):

And here is a definition of xenophobia taken from Webster's:

Xenophobia: Noun -- an unreasonable fear or hatred of foreigners or
