All of transportation capacity planning in this country is done for
those 2 hours in the morning and 2 hours in the afternoon which are
referred to as rush hour. Everything else (federally funded) is handled
in a separate budget referred to as "enhancements" (and every year it's
a battle to retain funding for enhancements, i.e. building bike lanes,
sidewalks, etc. as these are "frivolous" expenditures).
