As far as I know, Endeavor has never said "it's either the variance or
no retail". What Endeavor has been saying all along is it's the either
the variance or no deal. They were quite clear about this at the NLNPT
meeting.

Although one would think 2 floors of residential above 1 floor of retail
would be more profitable (than 3-story residential), having first floor
retail requires higher quality construction (steel-reinforced concrete)
for the first floor (not to mention 50% taller ceiling heights = 50%
more material) with stick frame above that. Obviously the more stick
frame you can stack on the concrete, the more your costs are spread out.
Maybe it would still be more profitable, but all the buildings I've
seen like this around town are 4-stories tall.
