I've often thought this as well. We would have to do away with the
center turn lane, but that's never made sense to me anyway. I mean, is
the traffic so heavy on North Loop that we need a suicide lane down the
middle?

Providing a parking lane along North Loop would A. provide residents on
the street more parking options, B. provide more parking for businesses
in our business district (possibly attracting more and nicer
businesses), and C. calm traffic on the street.

Shoal Creek and Exposition Blvd. are excellent examples of bike lanes
with parking.

Cheers.

Since there's a turn lane down the middle of North Loop, there's
actually enough room for parallel parking and bike lanes. That's how
lanes are painted on Shoal Creek.
