This is the rule for grandfathered uses; i.e. if you're running a car
repair shop on a lot that's not zoned for car repairs, you can continue
to do so (i.e. you're "grandfathered), but if the business shuts down
after some number of months, a car repair shop will no longer be allowed
without re-zoning.

Someone needs to check, but I think CS-1 always rolls back immediately
as soon as the existing business shuts down.
