OK, I'll bite. The most interesting topography for for North Loop would
include a few landscaped curb islands combined with on-street parking.
This would have the drawback (depending on your perspective) of
seriously slowing down traffic on North Loop (draw a few sketches of how
this would work to convince yourself of this), but would also prepare
the space for the higher density mixed-use build-out envisioned in the
neighborhood plan. One potential sticking point is the number of curb
cuts on the street and whether or not property owners would agree to
lose them to gain on-street parking. Too many curb cuts and street
parking isn't a realistic alternative.
One way to wrap your brain around all this is to consider that back in
the day North Loop probably was exactly that: a northern loop around
the outer edge of the city. North Loop was what 360 or SH 130 are
today. That's not the ideal configuration any more for a neighborhood
street in what is now Central Austin.
