The Austin State Hospital manages the cemetary and has an agreement w/ some dept at UT that is planning to do a ground penetrating radar scan of the property to determine where bodies are buried.  The burial records of the state hospital have been destroyed more than once. Thus, you could say the UT project will net the "groundwork" needed to help determine any future changes.
 
NNA-Cindy Black reported at a recent NNA Meeting that she
has a grant in the hopper to beautify the north end of the cemetary, after meeting w/ ASH statt. The grant request has been made in conjunction w/ American Youth Works, who have ligustrum removal training, to remove the badly mutilated trees between EPOCH and PHARA shopping/dining centers, this fall if granted. 
 
These grant dollars, if received, will allow the trees purchased from City of Austin- Parks and Recreation Dept (CoAPARD) w/ remainder North Loop Planning Team dollars  to be planted this winter, and watered/maintained by CoAPARD for two years.
 
When this effort is successfully achieved, the opening of a greenbelt along Waller Creek, between North Loop and 51st, is part of a larger NNA plan that has been discussed, for pursuit.

Even if the cemetery looked more traditional -- with trees, benches and pathways-- people could stroll around as they do in other cemeteries.

I see people walking through the cemetery with their dogs, or just themselves. There are big gaping holes in the fence. (There are also some goofballs who look for ghostly auras.)
One of the jewels in the extensive parks system in Denver was once a cemetery--Cheesman Park. And park-side property is some of the most exclusive in that city.
I would be thrilled if we could turn the cemetery into a park and I while some folks might be weirded out, I suspect most folks would flock to a big, expansive new park. I guess I need to make a "Move it" sign! :-)

Moving the cemetery would be fine if we (most of us?) didn't all have some deep sense that the dead are not to be disturbed. I don't think it's quite the same in other countries where bodies and bones have piled up for centuries. Even if we made it a park, people wouldn't go there. They'd be too creeped out for at least 10 years.

but it is worth a try.   I would like to see some politician brave enough to take it on.
