I work at the Texas Commission on Environmental Quality (TCEQ) and am
working
on a new program, AirCheckTexas Drive a Clean Machine, that
gives citizens of 16 counties up to $3,500 when you surrender your old,
polluting car and buy a cleaner model (yr 2005-2008).

The counties are: Travis, Williamson, Dallas, Tarrant, Johnson, Ellis,
Parker, Kaufman, Rockwall, Collin, Denton, Mongomery, Harris,
Galveston, Fort Bend, Brazoria.

To qualify you must not exceed liberal NET (take-home pay) income
limits (ex. family of four - $61,950). Your old car must be at least
10 yrs old OR have failed an emissions test. Your car has to be
registered in a participating county for at least one yr, and your car
must have passed safety and/or safety and emissions test within 15 mos.
of application.

If you qualify, you will receive a voucher for $3,000 ($3,500 if you
buy a hybrid). Take the voucher to a participating car dealership and
make your deal. The voucher can be used as a downpayment.
In return,
you give the dealer your old car and title. Dealer is required to have
vehicle dismantled and recycled.

Program starts December 21.
