The White House says President George W Bush has dropped opposition to a housing bill that could boost the US economy.

Senators were surprised to see Sen. Edward Kennedy return to the Senate floor for a pivotal Medicare vote Wednesday.

They were even more surprised minutes later, when a bill that just days earlier seemed mired in partisan limbo passed by a veto-proof 69-30 margin.

House Democrats have failed to overturn President Bush's veto of a bill to prohibit the CIA from using harsh interrogation techniques on terror suspects.

The bill included waterboarding. The White House says an override would have harmed national security.
