The Brazilian city is an economic engine in a booming country. It's also a huge mess, with traffic jams that go for miles, crumbling infrastructure and shoddy airports.

Urban planners say a major makeover must include a razing of the elevated highway.

The City is soliciting public comment on its draft "light rail" plan, so here's mine:

Either build reserved guideway or build nothing at all.

I agree with Ryan Avent that this WSJ piece makes a bizarre argument against congestion pricing:

By requiring car drivers to pay a fee to drive in a city at peak hours, congestion pricing reduces traffic and raises money that can be used to support public transit—both worthy goals.
