Schwarzenegger Acknowledges Tough Budget Times

Calif. Gov. Arnold Schwarzenegger told lawmakers in his final State of the State address Wednesday, that lawmakers' most important task is jobs.

The state's unemployment rate is above 12 percent, and the governor called for new investment in job training and job creation.
