Ford says July sales have been helped by the government's very popular "cash for clunkers" program. But the government says that, unless the Senate follows the House and allocates $2 billion, the program will have to be suspended this week.
That program gives vouchers of up to $4,500 for drivers who trade in old cars for new, more fuel-efficient ones.
